Do they make a throttle cable for the 38 mm Mikuni that will work on a 1978 Harley Davidson lowrider. I need they entire cable from the handle grip to the carburetor ?

I believe later model Harleys use a ball on the grip-end of their cable and a barrel on the carburetor side. That is incompatible with Mikuni because they use a very small fitting on the carburetor end. We do not carry that cable. I do not know of anyone who does. However, it's pretty simple to adapt a stock cable though. Most bike shops can do it. We sell an inexpensive cable end kit that has the fitting you need. I have attached a link below:

Is choke lever up or down when engage? Is that the large screw, the air/fuel mixture, on the side of carb,s body. Its little rich out of the box, sitting 6,000 feet elevation, plugs black and fuffly.

When the lever is up (flat), the enricher (choke) is off. When it is down at an angle, it is on. The larger screw on the right side of the carburetor is the idle adjustment. The smaller adjustment screw on the right size, that is closer to the air filter size of the carb, is the mixture screw. If the mixture is rich at an idle, you can try to back out the mixture screw a bit, which introduces more air into the pilot circuit. If adjusting the mixture screw does not lean it out enough, you will need a smaller pilot jet. It all depends on the amount of throttle opening, as to what circuit needs to be adjusted.
